Upper Mississippi River Flood Control Act This bill establishes additional requirements for the Department of the Army's plan to address water and land resource issues in the Upper Mississippi River Basin, such as by requiring the plan to include (1) determinations as to whether certain projects are eligible for federal funding, and (2) recommendations on funding alternatives through public-private partnerships.
