Safe Cosmetics and Personal Care Products Act of 2019 This bill expands the Food and Drug Administration's authority to regulate cosmetics, including with respect to safety standards, product recalls, and product testing. The bill also generally prohibits the use of animal testing for the purpose of developing cosmetics.
