VA Design-Build Construction Enhancement Act of 2019 This bill requires the Department of Veterans Affairs (VA) to utilize design-build selection procedures when seeking to enter a contract for the design and construction of a medical building or facility. Design-build is a method for construction projects where the design and construction services are managed by a single entity. Under the bill, a non-VA federal entity that is managing a project involving a total expenditure of over $100 million may not be discouraged by the VA from using design-build selection procedures.
