National Flood Insurance Program Reauthorization Act of 2019 This bill generally revises the National Flood Insurance Program (NFIP) and reauthorizes the program through FY2024. Among other things, the bill expands the NFIP mapping program, establishes capitalization grants for states to provide low-interest loans, establishes pilot programs for means-tested flood insurance rates and community-based NFIP coverage, and revises continuous coverage requirements.
