National Evaluation of Techniques for Making Energy Technologies More Efficient and Resilient Act of 2019 This bill directs the Department of Energy to seek to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine under which the National Academies must study and evaluate net metering. Net metering allows consumers who generate some or all of their own electricity to use that electricity anytime, instead of when it is generated.
