A resolution providing for consideration of changes to rules for the proceedings of the Senate.

Amends Rule V (Suspension and Amendment of the Rules) of the Standing Rules of the Senate to revise Senate proceedings, including, at the beginning of a new Congress, agreement to resolutions that: appoint majority and minority members of the Senate Committee on Rules and Administration, and amend or adopt rules for Senate proceedings.
