Effective Apprenticeships to Rebuild National Skills Act or the EARNS Act This bill (1) establishes in the Department of Labor an Office of Apprenticeship and a National Advisory Committee on Apprenticeships, (2) provides for federal recognition of state apprenticeship agencies, (3) establishes a process and standards for the national apprenticeship system, (4) directs Labor to provide for evaluations of programs and activities and research on best practices in covered apprenticeship programs, and (5) sets up a grant program to modernize and expand apprenticeship programs.
