A bill to provide grants to States to encourage the implementation and maintenance of firearms licensing requirements, and for other purposes.

Making America Safe and Secure Act of 2018 or the MASS Act This bill authorizes grants for states to implement or maintain firearms licensing requirements. A state's requirements must incorporate certain elements, including the following: all firearms owners must have a firearms license; and any person who sells ammunition or sells, rents, or leases a minimum number of firearms must obtain a firearms dealer license.
