Expresses the sense of the House of Representatives that: (1) failing to provide the U.S. military with full, stable, and on-time funding allows adversaries of the United States to close military capability gaps; and (2) providing full, stable, and on-time funding for the Department of Defense (DOD) is critically necessary to prevent these increased risks. Expresses the House's commitment to ending the funding uncertainty for DOD and to providing resources to U.S. servicemembers.
