Review Every Act Diligently In Total Resolution or the READ IT Resolution Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider a bill, joint resolution, resolution, or conference report unless its text has been publicly available in electronic form for a number of minutes equal to two times the number of its pages.
