Shutdown Prioritization Act or the SPA Act This bill prohibits operation of an exercise facility for Members of the House of Representatives or the Members' Dining Room in the U.S. Capitol during a government shutdown. After the shutdown ends, furloughed employees of such facility or dining room must be compensated at their standard salary for the period of the shutdown.
