Children's Savings Accounts Offer Parents Plenty of Reasons to Understand and Invest in Tuition Yearly Act or the CSA OPPORTUNITY Act This bill requires that (1) the value of a qualified tuition program be excluded for purposes of a means test under the Temporary Assistance for Needy Families (TANF) program or the Supplemental Security Income (SSI) benefits program; and (2) the value of a child's savings account be excluded for purposes of a means test under the TANF program, the SSI benefits program, the Supplemental Nutrition Assistance Program (SNAP), or the low-income home-energy-assistance program.
