To amend title XIX of the Social Security Act to impose restrictions under the Medicaid program with respect to opioid prescriptions, and for other purposes.

Responsible Opioid Prescription Act This bill limits Medicaid coverage of opioids prescribed to enrollees other than those who are in long-term care facilities or who are receiving hospice care, palliative care, or treatment for cancer.
