To amend the Public Health Service Act to provide for prevention and treatment of substance abuse grants to recovery community organizations, and for other purposes.

This bill amends the Public Health Service Act to require the Department of Health and Human Services to use 20% of the appropriations for the Substance Abuse Prevention and Treatment Block Grant program to award grants to recovery community organizations to provide recovery-focused addiction treatment for individuals with a substance use disorder.
