The President shall recertify whether such conditions are being met every 90 days. Such prohibition shall not apply to assistance for locally administered projects and humanitarian needs. The Department of State and the U.S. Agency for International Development shall report to Congress regarding the delivery of U.S. humanitarian assistance to Syria.
