To amend the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants for naloxone rescue kits in public libraries, and for other purposes.

Lifesaving Librarians Act This bill requires the Substance Abuse and Mental Health Services Administration to establish a grant program for public libraries that are in designated high-intensity drug trafficking areas to purchase naloxone and train employees in naloxone administration.
