Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.
