Federal Election Administration Act of 2017 This bill replaces the Federal Election Commission with the Federal Election Administration (FEA), which shall enforce specified election-related laws and formulate related policy. The FEA shall have the authority to (1) initiate and defend against civil actions; (2) assess civil penalties; (3) issue cease-and-desist-orders; (4) issue advisory opinions to campaigns, which may be relied upon on as protection from liability; (5) conduct investigations; and (6) promulgate rules and procedures.
