Small Entity Regulatory Relief Opportunity Act of 2017 This bill amends the Communications Act of 1934 to require the Federal Communications Commission to streamline procedures for small entities that seek waivers from applicable regulations. A small entity includes: (1) a small business, small organization, or small governmental jurisdiction; and (2) an entity that provides subscription services to 2% or fewer of the consumers receiving that subscription service in the United States if the regulation waiver being sought applies to subscription services.
