To provide for an alternative body to transmit a written declaration that the President is unable to discharge the powers and duties of his office in accordance with the provisions of the 25th Amendment of the Constitution.

Summary
Strengthening and Clarifying the 25th Amendment Act of 2017 This bill provides for an alternative body to transmit a written declaration that the President is unable to discharge the powers and duties of office in accordance with the 25th Amendment. Each former living President and each former living Vice President shall constitute such body, except any such individual who has been impeached by the House of Representatives and convicted by the Senate or who is serving as President or Vice President at the time the declaration of incapacity is made. Such body shall terminate whenever less than two such eligible individuals are living and shall be reestablished whenever two or more such eligible individuals are living. A member of such body may be removed by a majority vote of all members of such body.
